Dr. Saeed has earned his Ph.D. degree in biomedical engineering from Drexel University in Philadelphia, USA in 1994. For ten years, he has been an academic professor at the UAE University during which he has built a strong teaching and research background. His career included consulting and advising several UAE government organizations in areas including IT systems development, e-government/smart government, digital innovation, smart city and national ID systems. Dr. Saeed was appointed in 2004 as the Director General of the newly formed Emirates Identity Authority. He established and led the authority for two years. For the past 5 years he worked as an advisor to the Minister of Foreign Affairs in Information systems where he helped to position the ministry as a leader in IT practices. He has helped the ministry develop its ICT infrastructure and smart government program as well as its social media strategy. He has led and participated in assessment teams of several programs and awards locally and internationally, including Dubai government excellence program (DGEP), the GCC e-government award, and UAE Drones and AI & Robotics for Good Awards. Currently, Dr. Saeed is the Chairman of the board of Smartworld, a joint venture semi-government digital ICT service provider company in UAE.
