Mr. Harvey is Managing Director of Secretariat International, specializing in providing consultation on construction projects in the areas of scheduling, contract review, program assessment, cost, productivity, time impact, and delay and disruption, as well as other project management and dispute resolution concerns, on construction projects worldwide. For over 20 years, Mr. Harvey has advised clients on issues involving project and contract administration, cost growth, delay issues, and claim preparation. Through his years as a project manager and as an expert consultant, Mr. Harvey has developed an extensive knowledge of project management, scheduling and cost controls. He has prepared delay and damages analyses for multinational owners, developers, and contractors. Mr. Harvey has also performed schedule analyses on several disputes associated with government procurement contracts. He has also been certified by Primavera Systems as a certified technical representative and lectures on scheduling and cost control. Before launching Secretariat International, Mr. Harvey was head of Navigant’s International Operations. Prior to working in the consulting field, Mr. Harvey provided project management and engineering services for the design and construction of numerous infrastructure and heavy construction projects, gaining hands-on experience from the ground up.
