Dr. Yap is currently the Advisor for Airside Safety and Security for a Korean-Singapore Construction Joint Venture for Changi Airport Group. Dr. Yap’s professional work experience spanned over 20 years in the defence engineering and homeland security consulting industry in both public and private sectors. Specialising in aviation security and risk management, SAFE City and technology consulting, emergency response and crisis planning, his clients around the Asia Pacific region includes Ministry of Home Affairs (MHA), Singapore, Ministry of Interior (MOI), Myanmar, Ministry of Transport (MOT), Indonesia, security defence contractors and governments. Dr. Yap is a certified ICAO AVSEC Program Manager (PMC) and ICAO National Inspector/ Auditor, and last held the position of Deputy Commander of the Airport Auxiliary Police in 2007. Commanding more than 1000 armed police officers and security screening officers, the security force was in charge of all aspects of aviation security for the Singapore Changi airport terminals, cargo terminals and budget terminal. Dr. Yap’s security consulting expertise also included the lead security point of contact for the Singapore Airshow (2010), Singapore International Water Week (2009) and the first Singapore Formula One night race at the Marina Bay street circuit (2008) and other major national events. Other scopes of work includes blast mitigation, security resilience study for Critical Infrastructure Protection (CIP), Quantitative Risk Analysis (QRA) and Risk Mitigation for Oil & Gas (Onshore/ Offshore) and capacity building programme for governments. Prior, Dr. Yap served as a senior government official in the Ministry of Defence and served a tour in United States Central Command (USCENTCOM), Tampa, Florida as the Security Attache for Operation Iraqi Freedom (2003). For over 10 years, Dr. Yap also contributes to the Singapore Police Force as a volunteer police senior officer, and lectures on statutes and police procedures.
