Mr Mohammad Razali Mamat is the founder of Borderless Resources Sdn. Bhd. Mr. Razali has a strong passion in developing and guiding young OSH practitioners.in 2015, he initiated the formation of the Malaysia Council for Occupational Safety and Health Practitioners. He is serving as a Permanent Advisor to the Council. He is also the Managing Director cum Principal Consultant/Trainer and Coach for the Company. Upon completion of his study at Ungku Omar Polytechnic at the end of 1981, Mr. Razali started his career as a Technician with Cawangan Kerja Tentera, Jabatan Kerja Raya Melaka. He was stationed at JKR Kem Sungai Udang, Melaka for supervising the construction and maintenance of training and accommodation facilities for the Special Force. Apart from that he was also appointed as the leader for Quality Control Circle (QCC). Under his stewardship, the QCC Group has won numerous awards at state and national level. In 1990, he was sent for six months training in Japan under the Malaysian Government Look East Policy. A few years upon coming back from Japan, Mr. Razali tried to purse his first Degree in Civil Engineering through the Distance Learning Programme under Universiti Sains Malaysia. However, in late 1996, he was seconded to KL International Aiport Berhad (KLIAB) for the Construction of the KLIA Project; and due to work loads and time constraints he was unable to complete his degree. It was at the KLIA Project he picked up occupational safety and health. He managed to obtain the Safety and Health Officer Course in year 1997. At the project he was responsible for ensuring occupational safety and health effectively managed and implemented by more than 150 main contractors; with approximately 25,000 workers from 52 nationalities. Upon completion of the project, he went back to Jabatan Kerja Raya Melaka (Cawangan Pendidikan) for a short period of time and took optional retirement in year 2000. At the same time he managed to complete his International Diploma in Occupational Safety and Health with Queensland University, Australia. On the same year, he joined KLIA Consultancy Services Sdn. Bhd. or known as KLIA Consult (a new set up for ex-KLIA Berhad Project Team) as Safety and Health Consultant. While serving the company he was assigned to numerous mega projects including a few airports in Sabah and Sarawak. Together with his Head of Department, Mr. Razali worked out the establishment of KLIA Research and Training Centre (KTRC). He was responsible for initiating and developing new training programmes; amongst others were the Competency Course for Site Safety Supervisor (collaboration with National Institute of Occupational Safety and Health – NIOSH); and Executive Diploma in Occupational Safety and Health (collaboration with Business Advance Technology Centre, Universiti Teknologi Malaysia – BATC-UTM). Besides that he was also the module developer for Construction Safety and Health Officer for the Construction Industry Development Board (CIDB). Mr. Razali resigned from his fulltime employment in year 2003. From that year till year 2007 he was serving as freelance consultant for numerous employers; including KLIA Consult and KTRC. He represented KLIA Consult and KTRC as committee members at NIOSH and CIDB. He was part of the working committees for developing the Malaysia Construction Safety Master Plan and National Occupational Skill Standard (NOSS) for Site Safety Supervisor at CIDB. In year 2006, he was appointed by Melaka Industrial Skills Development Centre (MISDEC) to manage and run the Industrial Skills Enhancement Program (INSEP) for unemployed graduates. The graduates were trained to be Safety and Health Officers. Due to that, Mr. Razali formed up Borderless Resources Sdn. Bhd. Later the Continuous Education Centre of Universiti Tun Hussien Onn (CEC-UTHM also engaged Borderless Sdn. Bhd. to run and manage INSEP programme for them. By year 2010, he has trained approximately 500 unemployed graduates under the INSEP programme. At the same time he was lecturing for the Executive Diploma in Occupational Safety and Health (BATC-UTM) and OSH subjects for Executive Diploma in Human Resources (OUM). A strong believer in continual improvement, Mr. Razali obtained his Master Degree in Occupational Safety and Health from UTM in year 2010. Besides attending numerous short courses on occupational safety and health, he also attended and completed a 1-Year entrepreneurship programme under Cradle Fund Sdn. Bhd. Besides managing and serving for Borderless Sdn. Bhd., Mr. Razali is also a regular speaker for NIOSH; and he is also the Master Trainer for the Site Safety Supervisor Competency Course under NIOSH.
