Raine has more than 25 years’ experience within the construction industry in both project/commercial management and dispute resolution. She is President of the Association of Forensic and Advanced Valuation Executives New Zealand, a professional body for those associated with the resolution of Construction Disputes. She has lectured nationally and internationally on most Forms of Contract including NEC and FIDIC, and NZS3910 extensively throughout NZ. Her experience includes the production of contract documents, procurement strategy, management and delivery of Major Construction Projects, as well as the production, negotiation and settlement of contractual claims. She has achieved an enviable success rate in adjudication proceedings in all jurisdictions she has worked in for which she has produced both Referral and Defence documentation on behalf of various Principals, Contractors and Subcontractors. Most disputes she is engaged on are negotiated without the need for any further proceedings which is a win win for all parties to a dispute. She continues to produce, deliver and train commercial staff in commercial procedures on major projects. Being dual qualified in law and quantity surveying she understands the complexities of construction within the legal minefield. She spent many years site based on large infrastructure and civils projects and was regularly engaged on complex issues related to delay and quantum. She has acted as Expert Witness on several arbitration and TCC cases and provides Expert Determinations on Engineers Decisions throughout NZ. Raine has also prepared Expert Witness Reports including Critical Delay Analysis, Quantum, Defects and the Price to be paid for Variations and is experienced with High Court/TCC Litigation. She has written several papers on concurrent delay, constructive acceleration, time at large, construction risks and other specialist subjects. She has appeared in a number of publications in the UK and New Zealand and regularly gets invited to speak at Construction Conferences in NZ on subjects such as “Variations – Getting them Paid” and “Good Commercial Management Practice”. She has spoken at the NEC Users Conference in Christchurch 2013, The Master Builders Conference in Taupo 2014 and Steel NZ in Hamilton NZ and provides training and guidance to some of NZ large infrastructure clients. Raine provides training to both Consultants and Contractors throughout NZ on subjects including NZS3910:2013, the Construction Act, Commercial Procedures, Liquidated Damages and Extensions of Time and often partners with Keating Chambers London to deliver seminars with a legal basis.
