Larisa Tugui is a Policy expert at the European Banking Authority (EBA), within the EBA’s Conduct, Payments and Consumers Unit. Larisa contributes to the EBA’s supervisory convergence work in the area of payment services and has been extensively involved in the development of the mandates conferred on the EBA under the PSD2, including the Guidelines on the fall-back exemption under the RTS of SCA&CSC, the RTS on passporting and other PSD2 related work. Larisa has also been actively involved in the EBA’s work on financial innovation, covering aspects such as crowdfunding, virtual currencies, Big Data and innovative uses of consumer data. Prior to joining the EBA, Larisa worked as a lawyer in the private sector for eight and a half years and specialised in financial services regulatory issues.
