Michael Foster is the strategic procurement lead in the Supply Management department for Sempra U.S. Gas & Power. His key responsibilities include guiding and advising the strategic direction for the acquisition and sourcing of large CapEx projects for both the Renewables Generation and the Midstream business units; management of internal customer and key supplier relationships; identifying and overseeing the strategic sourcing efforts of key spend categories; and assisting with the negotiations of long-term supply and engineering, procurement and construction (EPC) agreements. Currently, Foster is working on finalizing the sourcing and contracting with multiple EPCs for the construction of 300 megawatts (MW) of solar generation. Soon after joining Sempra U.S. Gas & Power, Foster helped to shape and lead the transformation of the Supply Management department from a decentralized organization to a center-led procurement organization through the creation, reshaping and launch of new procurement procedures and policy guidelines. Prior to joining Sempra U.S. Gas & Power, Foster worked as contracting agent jointly for San Diego Gas & Electric (SDG&E) and Southern California Gas (SCG), Sempra Energy’s regulated utilities. While working in this capacity, Foster was responsible for managing over $50 MM in spend per year in the electric equipment and construction portfolio.
