Datuk Ab Rahim was the former Chief Executive Officer of Solid Waste Corporation Malaysia (SWCOrp), a statutory body set up by the government to oversee and enforce the Solid Waste and Public Cleasing Management Act (Act 673) in Malaysia. He was the CEO for a period of 2 years from 17 September 2013 to 17 September 2015. During his administration, Datuk Ab Rahim has pioneered the Malaysia Mindset Transformation Plan that is the first of its kind in an attempt to transform the mindset of the people to become a clean and beautiful nation by the year 2020. His vast knowledge and experiences in public administration has help him in strategizing not just SWCorp but the whole solid waste industry as well as the citizen towards becoming the top 10 cleanest country in the world. Holding a masters in Policy Science from Saitama University Japan, Datuk Ab Rahim was known as a strategist as he propelled a lot of organization such as the Public Services Department (JPA) , Management Administrative Modernisation and Management Planning Unit (MAMPU) and also the Ministry of Higher Education. Before serving as CEO of SWCorp, Datuk Ab was the Secretary General of the Ministry of Higher Education. Datuk Ab Rahim was also the President of Persatuan Mata Hati Malaysia, a NGO that encourage citizens to see the environment and social issue from the heart as well as organizing a lot of campaign and charity drive to support the conservation of the nature. Other than that, he was also the Advisor of Malaysia Petanque Association which for the first time under his leadership, won the gold medal for the Asean SEA Games.
